It is waiting for a decision that manufacturing depends on.

A glazing package can appear to be progressing because the supplier has been appointed, the system selected and the broad design agreed.

But that does not necessarily mean everything required for the next stage has been confirmed.

There may still be drawings to review.

Configurations to approve.

Frame finishes to confirm.

Glass selections to resolve against the established project requirements.

Hardware or other project-specific options may remain outstanding.

Dimensions and relevant interfaces may still need agreement through the project’s established process.

Until those decisions are made, parts of the glazing package may be unable to progress.

That makes approval time real programme time.

If a contractor allows for manufacturing but gives no time for the information and decisions required beforehand, the programme is already missing part of the process.

Responsibility needs to be clear too.

Who is approving what?

The architect may need to review an architectural detail.

The client may need to confirm a finish.

The contractor may need to verify that information corresponds with the current site condition.

Other appropriately appointed professionals may need to establish or review requirements within their own areas of responsibility.

A glazing package can be designed correctly, approved on time and manufactured exactly as intended—and still encounter a programme problem at the final stage.

The glass cannot reach the opening.

Installation access is a temporary project resource.

Early in a build, there may be clear ground around the property, unrestricted access for vehicles and plenty of space for equipment.

Then the project progresses.

Scaffolding changes.

Skips arrive.

Materials are stored.

External walls and terraces are completed.

Driveways are laid.

Landscaping begins.

Hoarding and temporary works occupy space.

Other trades start working in exactly the areas the glazing team needs to use.

By installation week, the site can be completely different from the one that existed when the glazing package was originally planned.

That is why access should be treated like any other programme dependency.

If the project needs it later, do not accidentally build it out earlier.

If measurement depends on structural openings being sufficiently complete, monitor the preceding construction rather than simply assuming the survey date will happen because it appears on the programme.

Or consider installation access.

If large panes require a particular route across the site, the risk is not simply that installation might take longer than expected.

The risk is that another work package removes the route entirely.

That dependency needs protecting.

Some risks can be removed rather than accommodated.

A finish decision might be brought forward.

A threshold can be coordinated earlier.

Installation logistics can be reviewed before landscaping begins.

An outstanding architectural question can be escalated before it becomes critical.

This is more valuable than allowing uncertainty to remain and attempting to absorb it later with spare time.

There will still be circumstances where programme movement occurs.

When it does, the project team should update the programme based on the current position rather than continuing to organise work around a date that is no longer credible.

Does it affect internal finishes?

External works?

Access arrangements?

Other trades?

The earlier those consequences are visible, the more options the main contractor has.

Contingency should therefore be thought of as programme resilience, not simply empty weeks.
